Tioga County PHARE Housing Preservation Program
The Tioga County Housing Authority, with support from the Tioga County Commissioners, received PHARE funding to administer a grant to provide financial assistance to eligible landlords in Tioga County for rehabilitation of their properties. Under the PHARE Housing Preservation Program, landlords who commit to renting to individuals/families with a household income below 50% of the median income for a minimum of ten (10) years, and who meet the eligibility criteria, may receive a grant for needed repairs such as new roofs, windows and doors, water heaters, furnace replacement, upgraded insulation, etc. Qualified applicants will be eligible for assistance of up to $50,000.

Applications will be reviewed in the order in which they are received. No applications will be processed after February 28, 2026.
